About the person
Gholam-Hossein Mohseni-Eje’i, born on 29 September 1956, is one of the most feared architects of repression in the Islamic Republic—an intelligence officer turned prosecutor who has spent four decades weaponizing the law to crush dissent. Though officially described as a “jurist” or “conservative politician,” his record reveals him not as a public servant but as a central enforcer in a system built on torture, coerced confessions, arbitrary executions, and the destruction of civil society.

As Iran’s Minister of Intelligence from 2005 to 2009, Mohseni-Eje’i presided over an era of systemic crackdowns on journalists, students, women’s rights activists, and reformist politicians. Under his watch, intelligence agents carried out widespread surveillance, kidnappings, and interrogations marked by physical and psychological torture. Eje’i himself played a direct role in framing political opponents with fabricated charges, silencing voices that demanded transparency or reform.

His dismissal in 2009 came amid the fallout of the Green Movement protests, but it was not a punishment—rather a temporary reshuffling within a regime determined to protect its loyal enforcers. Eje’i quickly resurfaced in senior judicial positions, culminating in his appointment as Chief Justice of Iran, a move that signaled the state’s intent to deepen its assault on basic freedoms.

A Long Record of Repression and Murder

Eje’i’s career stretches back to some of the darkest chapters of the Islamic Republic’s history:

1985–1988: Representative of the Judiciary inside the Intelligence Ministry, during which thousands of political prisoners—leftists, students, writers, labor activists—were executed in extrajudicial mass killings. These atrocities remain among the most severe crimes committed by the state.

1990s Chain Murders: Eje’i has long been suspected of involvement in the assassination of dozens of Iranian intellectuals and writers by agents of the Ministry of Intelligence. He is specifically linked to the killing of Pirouz Davani, a dissident journalist abducted and murdered in 1998. The state never allowed an independent investigation.

2005–2009: Minister of Intelligence: Under his leadership, interrogators coerced false televised confessions from activists through beatings, prolonged solitary confinement, and threats of death. He launched a campaign accusing civil society of plotting a “soft overthrow,” turning peaceful activism into a national-security crime.

Post-2009 Protest Crackdown: After the rigged 2009 election, the streets filled with millions of Iranians demanding their votes be respected. Instead of accountability, Eje’i—alongside Ebrahim Raisi—was appointed to “investigate” the torture and sexual assaults of detainees at Kahrizak Detention Center. Despite overwhelming evidence, they whitewashed the crimes, denying abuse even as the bodies of tortured detainees were returned to their families. The truth only emerged when a scapegoat prosecutor was belatedly charged.

A Judiciary Turned Into a Weapon

The appointment of Mohseni-Eje’i as Chief Justice in 2021 is a stark message to the Iranian people: the judiciary is not a refuge but a weapon. Human-rights advocates have repeatedly documented his role in designing show trials, orchestrating forced confessions, threatening families of detainees, and ordering the execution of political prisoners.

As Hadi Ghaemi of the Center for Human Rights in Iran notes, Eje’i’s elevation “is an obvious threat to Iran’s civil society,” reflecting the regime’s commitment to total state suppression. His fingerprints appear on case after case in which activists, journalists, lawyers, and ordinary protestors were unjustly prosecuted, tortured, or executed.

Eje’i’s rise represents the consolidation of a system where security agencies and religious hardliners merge, transforming the judiciary into an extension of the intelligence apparatus. His career is a monument to the regime’s darkest impulses—silencing, punishing, and destroying those who challenge its authority.
